Winnebago County Board approves fleet replacement, software consolidation and communications tower agreement

The Winnebago County Board on Nov. 13 approved a package of routine operations measures, voting unanimously to award supply bids, buy two replacement vehicles for the sheriff’s department, consolidate the county’s e-citation software, authorize an intergovernmental agreement for an existing communications tower with the City of Rockford, commission a space-needs analysis and execute a release of lien for county property at 5343 Cunningham Road.

Paul Arena, operations committee chair, said the vehicle purchases use CIP 2026 funds and followed committee review of the age and condition of vehicles being replaced. "We did have conversation after committee to verify the age and condition of the vehicles being replaced," Arena said, adding the board needs better tracking of the sheriff’s fleet.

Arena described the e-citation replacement as a consolidation of “multiple software packages that are currently being used by the various agencies,” intended to replace distinct functions such as tow records and citation issuance and to improve countywide efficiency and communication. The board moved and approved the software contract without further debate.

On the communications tower, board members asked whether the county was transferring a building or only the tower. County staff member Mister Majors said, "I wouldn't so much call it a building as a shed," and explained the county will retain four pieces of equipment in the small shed attached to the tower while the City of Rockford assumes ownership of the tower itself and expands its usage. The board authorized the chairman to execute the intergovernmental agreement.

The board also authorized a space-needs analysis after Mister Butida said courts will move into the PSP Building next year and two extra floors will become available, making it timely to assess immediate space needs, including a possible sheriff training facility. A separate resolution authorized the county board chairman to execute a release of lien for 5343 Cunningham Road after staff explained the property transferred to a trustee program and the buyer’s title company requested the formal board action.

All measures on the operations slate were approved by voice vote with the chairman asking members present to "cast yes for all members present." At roll call earlier the clerk recorded 15 members present and five absent.
