Glendale meeting opens with public-comment instructions; council roster announced

The meeting was announced as streaming live on Glendale's Facebook and YouTube pages and on the city's cable television channel, Glendale channel 11. No motions, votes, legal references or substantive policy discussions appear in the recorded opening segments.
