Council approves routine business, appoints acting clerk and reappoints Historic Preservation commissioner

The Staunton City Council took several routine and formal actions on Nov. 13.
At the work session start Mayor Edwards called for a motion to appoint an acting city clerk; Councilor Woods moved to appoint John Blair as acting city clerk, the roll was called and the motion carried with unanimous "aye" votes.
Council also moved and unanimously approved the work session and regular meeting agendas. Later in the meeting Council moved and approved the consent agenda, which the mayor noted follows Procedure Memorandum No. 14 on routine non-controversial items.
The council voted to enter a closed meeting to discuss the performance of the Staunton city manager and to consult with legal counsel on a contract matter, citing Virginia Code §2.2-3711(A)(1) and §2.2-3711(A)(8). After the closed session the council reconvened and certified, by roll call, that only lawfully exempted public business was discussed.
On nominations, Councilor Woods moved to reappoint Alex Avery to the Historic Preservation Commission for a three-year term beginning Nov. 1, 2025; the roll call vote was unanimous.
All votes recorded on the public roll call during the meeting were "aye" in favor of the listed motions; no roll-call dissent or recorded abstentions appeared in the transcript for these items.
