Votes at a glance: Coral Springs approves budget, easements, fees, grants and reappointments

At its Nov. 13 meeting, the Coral Springs City Commission approved a slate of ordinances, resolutions and administrative actions. Highlights and formal outcomes are below.

Ordinance 2025‑120 (Second reading) — FY24‑25 operating budget and capital improvement program: The commission held a public hearing with no speakers and adopted the ordinance (amending exhibits A and B) by unanimous vote.

Ordinance 2025‑119 (First reading) — Live Local Act amendment: Staff presented code changes to align with recent state bills and the commission approved first reading and set second reading for Dec. 3, 2025 (unanimous first‑reading vote).

Ordinance 2025‑122 (First reading) — Comprehensive plan amendment (potable water sub‑element): Staff presented updates to align the city plan with the South Florida Water Management District’s Lower East Coast water‑supply plan; first reading approved unanimously and staff will return for second reading.

Resolution 2025‑050 — Abandonment of a 6‑foot sidewalk easement (AE25‑004): The commission approved the petition to abandon a sidewalk easement at 12550 Walls Road (Advanced Hood Systems property) to resolve a conflict with site improvements (unanimous).

Resolution 2025‑051 — Dedication of utility easement to FPL (DE25‑002): The commission approved a 10x10‑foot utility easement at 9500 West Sample Road (City Hall transformer) to facilitate FPL access and maintenance (unanimous).

Resolution 2025‑052 — Adoption of water and sewer impact fees: Based on a 2023 rate analysis, staff recommended new impact fees (including a noted 10% increase for development impacts); the commission approved the resolution unanimously.

Renewal: General professional engineering and architect services: The commission renewed its consultant library of 20+ firms for two years to supplement in‑house staff (unanimous). Commissioners asked staff to continue outreach to local firms.

FDLE state financial assistance — $500,000 for a real‑time crime center: The commission accepted a $500,000 award from the Florida Department of Law Enforcement and authorized the mayor to sign the agreement (unanimous).

Fraternal Order of Police collective bargaining agreement (first amendment): The commission ratified an amendment to the FOP agreement that had been negotiated through impact bargaining; Commissioners noted improved pay for seasonal resource officers. Ratification passed unanimously.

Appointments and reappointments: The commission appointed members to the newly formed Ability Advisory Group and reappointed two public art committee members (unanimous). The commission also reappointed the vice mayor to a second term as part of routine November procedures.
