Planning staff presents REZ-25-5 rezone for Big Creek Limestone; commissioners request site plan and schedule hearing

Planning staff (Mr. Myers) presented ordinance 2025-41 (REZ-25-5), a rezone petition by 8383 SVR LLC (also referred to in the packet as REZ-25-5) covering multiple parcels at 8304 and 8383 North Stinesville Road and 8436 West Hedrick Road. The total acreage cited in staff remarks was about 221.98 acres, with active quarrying on approximately 189.79 acres and an additional 32.19-acre tract used for coring.

Mr. Myers summarized the petition: the applicant seeks to consolidate multiple parcels and rezone the entire area to mineral extraction. He reviewed zoning history including ordinance 2011-27 that rezoned a portion of the site and carried forward certain conditions of approval (notably prohibitions on rock crushing on specific parcels). Mr. Myers described an urban-area analysis that identifies areas within a quarter-mile containing 8 residences where mineral-extraction activity is prohibited.

Commissioners asked whether a site plan or map could be provided to show where rock crushing would be prohibited and where karst features exist. Mr. Myers said he would follow up and that the petitioner indicated they do not use mobile rock crushing equipment on the portion of the site that would be restricted. Commissioners asked staff to contact the petitioner to select whether the formal hearing should be placed on the Dec. 4 or Dec. 11 agenda; Mr. Myers agreed to coordinate.

No final action was taken at the work session; the item remains scheduled for a formal public hearing and additional packet materials (site plan, conditions) will be requested from the petitioner.
