Councilman Hassan Saab moved to add the new position, which the motion and discussion identified as paid from the water fund so it will not affect the general fund. The salary limit was listed as $72,000, dependent on experience. The motion was seconded and approved by voice vote.
During discussion, several council members and the mayor said the city needs clearer separation between finance oversight and customer service. An HR representative said the position would not be a union job and envisioned it as a department head, which requires an ordinance change to create the formal position. "We would need an ordinance to that effect," the HR representative said, and corporation counsel was asked to draft the ordinance for the next meeting.
Mayor Beydoun and council members cited heavy call volumes and cases of large water bills that highlight the need for dedicated supervision. The council approved the position and directed the corporation counsel to prepare the ordinance language for formal establishment at a future meeting.
No additional staffing or funding changes to the general fund were approved at this meeting; the council voted to fund the position from the water fund and to return with an ordinance for formal adoption.
