The commission first approved the consent agenda (minutes and project closeouts) by voice vote.

• 7A‑8 — Approve changing the Spanish Valley passing lane plan to construct a 1.5‑mile southbound passing lane on US‑191 (priority location to address uphill speed differential and heavy truck traffic). Outcome: approved by voice vote.
• 7A‑9 — Approve SR‑16 bridges and culverts replacements near Randolph (structure replacements and culvert work; wetland mitigation required). Outcome: approved by voice vote.
• 7A‑10 — Approve adding funding and scope to the Broadband Access Grant (High Country Net Phase 5) to serve 24 additional locations; project slated for installation next March. Outcome: approved by voice vote.
Most motions were moved and seconded from the dais and approved by a recorded sequence of voice votes during the meeting. Staff noted that a number of scope increases were driven by updated designs and cost estimates, and that in some cases (e.g., SR‑190) estimated cost increases no longer justified the operational benefit of the project.
