Laredo ISD approves 2025–26 capital improvement plan, amends discretionary budget

Laredo ISD trustees voted Nov. 13 to approve the district’s 2025–26 Capital Improvement Projects (CIP) and to adopt a trustees’ amendment to a budget transfer from board discretionary funds.
Staff presenting the CIP said the district has roughly $1.5 million available for capital work this year and intends to invest about $900,000 in an already‑approved "Next Step" project. The CIP presentation outlined planned work including $70,000 for district‑wide painting, replacement of a 50‑ton HVAC unit at Sigueroa High School’s cafeteria, playground shade at JC Martin, pigeon‑control netting and gate motors at Sigueroa and other targeted maintenance and safety items. Staff also proposed resurfacing the Lara Academy parking lot and one new suburban for the transportation fleet.
Separately, trustees amended budget amendment B/A #25‑26‑24. Administration initially proposed transfers amounting to $18,750 from board discretionary funds; Trustee Juan Ramirez moved to amend the total to $39,040 and Trustee Monica Garcia requested an additional $4,000 for a Sierra Roa High School scoreboard, producing a final amended total of $43,040. "So it's just for the record, it's an additional 4,000," a trustee noted during the amendment discussion. The board approved the amended amount.
Trustees pressed staff on how campus requests were prioritized, noting that the CIP list reflected requests submitted by campus principals and that the district uses remaining balances during the year to fund queued projects. Trustees also questioned how vehicle requests and certain maintenance items were evaluated and asked for supporting documentation; staff said the requests were submitted during the budget season and that justification forms are on file.
Next steps: Administration will provide the detailed CIP packet and supporting justification forms to trustees and proceed with scheduled projects as funds become available.
