Dennis Murillo, cofounder of Fortify Partners, told the board the firm uses business intelligence and comparative analytics to surface anomalies and potential savings, and that its work often begins by doing deep reviews of three to five high‑value contracts to demonstrate early returns. He said the approach includes a contract topography dashboard, categorization by department and funding source (for example, which contracts are tied to ESSER funds), and regular 90‑day progress reports to district leadership.
District leaders said the intention is to identify fair market value, risks, overlaps, and opportunities to reallocate existing funds. The contract was described as a flat fee covering a defined number of research hours with periodic reporting and an expectation to produce measurable savings within the first six to nine months where possible.
Trustees asked about the billing model (flat fee vs. hourly), scope of the initial work, and safeguards to ensure district oversight; presenters said Fortify will track time and report when the contracted hours are close to being exhausted. The motion to approve the contract passed unanimously.
