Planning commission approves Little Footsteps preschool expansion with conditions

The Riverton City Planning Commission on Nov. 13 unanimously approved a conditional‑use amendment for Little Footsteps preschool at 13706 Admiral Drive that allows up to 12 children per session while retaining the city code cap of 24 students per day.
Staff told commissioners the existing home preschool has operated without complaints and that neighbors who received notice were generally supportive. Planning staff recommended allowing a maximum of 12 children per session, no more than three sessions per day, and up to 24 vehicle trips per day as the numeric limits the commission should rely on.
Applicants Janessa Peer and LaFonda Scott told the commission they have operated the program for 12 years, have a waiting list and have organized staggered drop‑off and pick‑up times so parents largely carpool or walk. “We would just do whatever you guys tell us to,” Peer said, describing teacher supervision during arrivals and departures.
Neighbor Shannon Paulson, who lives next door, urged approval and said she has seen the pickup/drop‑off routine for years and has “absolutely 0 concerns” about traffic or supervision. “They have it down pat,” Paulson said.
During deliberations commissioners clarified that the city‑code total of 24 students per day remains the controlling limit and that the motion language should not allow a construction that yields 36 students in a single day. Commissioner Clough offered a friendly amendment to strike a condition that might have been read to require driveway use; the amendment was accepted and the commission approved the amended motion unanimously.
The approval included standard conditions referenced in staff’s example motion; the commission recorded the approval as PLZ25‑2043 and will expect the applicant to conform to the traffic plan and other operational conditions cited by staff.
The commission’s action was procedural; the permit carries conditions and monitoring by city staff for compliance.
