He said the program will bid concrete work in early 2026, after which crews will follow with a level‑up overlay.
Public outreach and notification plans include door hangers and signs with QR codes so residents know when crews will be in their neighborhood. Council voted to receive the presentation (motion carried 4–0). Staff will return with bid packages and a contract award recommendation.
