Council heard the first reading of Ordinance 2025-37 on a neighborhood plan the applicant calls 'Taylor Apartments,' a proposed multifamily development on about 21.43 acres at 3601 North Main Street.
Planning staff (Miss Pearson) said the application seeks zoning-level approval of a neighborhood regulating plan that envisions 422 living units (384 garden-style apartments and 38 townhomes). She told the council the project is vested under current zoning rules and the applicant "do[es] not plan and do not have any indication, or intention of applying for tax exemptions; that this will be market rate, multifamily units," and that the plan aligns with the comprehensive plan's future growth sector.
Staff also noted technical requirements to follow: the regulating plan requests warrants for block length and reduced open-space percentage that will be adjudicated through the zoning/neighborhood plan process, and a traffic-impact analysis will be required as part of future subdivision/site-plan review. Council opened and promptly closed a public hearing after no residents signed up to speak; a staff recommendation favored approval of the neighborhood plan.
Next steps: Ordinance 2025-37 was presented for first reading tonight; detailed engineering, drainage and a traffic‑impact study will be required before any site plan or certificate of occupancy. Councilmembers asked staff to provide additional information on ingress/egress and traffic mitigation during subsequent reviews.
