Councilor Royal emphasized the low projected interest rate and staff noted the note would cover approximately 108 new service lines based on current planning.
Resident Darlene Byrd asked whether the city maintains a public report identifying which lead lines have been replaced and which remain. City staff said they could request a locations report from Public Works and confirmed the current authorization would cover about 108 lines.
This session was a first reading only; council took no final vote. Staff indicated a future meeting will include additional details and a formal motion for adoption if members choose to proceed.
