Keene’s City Council unanimously adopted Resolution No. 2025-481 on Nov. 17, 2025, formally canvassing the Nov. 4 general election and accepting the county-certified results. The council then administered the oath of office to Rob Foster, who will serve as councilmember for Ward 1.
City staff (Miss Russell) told the council the packet included the county-certified resolution and that the certified results matched the official returns, noting one additional ballot was later accounted for compared with the unofficial results but “nothing changed.” "In your packet...was the resolution that stated the results of the election," Miss Russell said, adding that the county elections office returned the certified results.
After the resolution passed on a unanimous voice vote, Rob Foster took the oath of office administered by the honorable Judge Shaw of Johnson County Precinct 4. Foster repeated the oath, including the pledge not to have "paid, offered, or promised" money or other things of value in connection with the election, and signed the certificate. "I, Rob Foster, do solemnly swear or affirm," Foster said while repeating the oath.
The presiding officer confirmed a quorum of four members and thanked Judge Shaw for attending. The council also announced a reception for elected candidates to be scheduled after the Dec. 13 runoff and noted the next regular council meeting is set for Dec. 4, 2025, at 6 p.m.
The meeting was adjourned at 6:10 p.m.
