Knox County commissioners pass over budget votes after Budget Committee left without quorum

ROCKLAND, Maine — The Knox County Commission voted unanimously Oct. 16, 2025, to pass over on-agenda votes for new Budget Committee members and a planned budget review after county officials said the Budget Committee lacks a quorum.
County Administrator Amber Christie told the three-member Commission that the November 2024 election produced no elected Budget Committee members from the odd-numbered districts, leaving the panel short of the charter requirement of five members and creating a procedural deadlock. "We are seeking a legal remedy for this deadlock with the intention of upholding the integrity of the process," Christie told the Commission.
Chair Edward B. Glaser noted that state law contains a provision allowing the county to operate under an interim budget until a final budget is adopted, and he urged the county to improve outreach about election timelines for prospective Budget Committee members. Glaser also corrected the term dates shown on the agenda, saying the terms for prospective odd-numbered district Budget Committee members would be Jan. 1, 2025–Dec. 31, 2028.
District Attorney Natasha Irving asked how an interim budget might affect proposed step increases and cost-of-living adjustments in the proposed FY2026 budget. "If an interim budget was needed, departments would work collaboratively inside of the law to mitigate any impacts," Christie responded.
The agenda listed three nominees for the Budget Committee — Georg Haubs (District 1), Stephen Manning (District 3) and Roger Peabody (District 7) — whose confirmations were scheduled for a vote but were not taken up. Commissioner Morgan E.F. Hynd moved to pass over agenda items IV (vote on new members) and V (budget review); Commissioner Marc J. Ratner seconded. The Commission voted 3–0 in favor of passing those items.
With votes and the budget review passed over, the Commission then moved to adjourn. Ratner moved to adjourn, Hynd seconded, and the body voted 3–0 to adjourn at 5:22 p.m. The meeting minutes note that the Commission later approved these minutes at its Nov. 4, 2025 regular meeting.
Next steps: Christie said she will consult with legal counsel about potential remedies, including whether an election remedy or a temporary process can address the vacancy; the Commission did not take further action at the Oct. 16 meeting.
