Resolve 04/2526: Council approved a resolve supporting collaboration with the Gulf of Maine Research Institute; David Miller, chief impact officer at Gulf of Maine Research Institute, thanked the mayor and staff for the partnership.
Fee waivers (Orders 842526 and 932324): The council approved amendments recommended by the Housing & Economic Development Committee to waive part of bingo/license or indoor entertainment/liquor fees (50% waiver recommended by HEDC) for VFW Post 6859 and the Irish Heritage Center; amendments passed and motions as amended passed unanimously.
Order 772526 (Maine DEP Waste Reduction Grant): Council accepted and appropriated a $30,406 grant for covered kiosks at seven community compost drop‑off locations and one additional site at Heseltine Park; council voted to approve.
Order 78 25 26 (Collective Bargaining): Council approved the collective bargaining agreement with the Professional and Technical City Employee Association by roll call (recorded yes votes from council members in attendance).
Lambert Woods South (Orders 79/80/81): Council designated the Lambert Woods South affordable housing development as a TIF district, approved a credit enhancement agreement with Lambert Woods Cooperative, and appropriated $2,200,000 from the Jill C. Dusan Housing Trust Fund for the project; each order passed unanimously.
Other items: Multiple proclamations and communications were read, and two proclamations were continued to a later meeting when recipients were unavailable.
What’s next: Staff will implement grant agreements, begin program work under the Lambert Woods appropriation, and make supporting documents available in the council packet.
