City Manager Daniel West told the council that staff are preparing short‑term assistance options after changes that threaten SNAP benefits for local residents.
West said the city can reallocate up to $125,000 in unallocated Community Development Block Grant (CDBG) administrative funds within his administrative authority to organizations that address food insecurity in Portland. "So we would specifically reallocate those funds to any organization in this case that addresses food insecurity within the city," he said, citing Preble Street as 1 potential partner and noting the city is talking with several organizations to target student populations as well.
West added that the governor and the John T. Gorman Fund have made significant allocations, and the Portland Public Schools foundation had raised about $70,000; he said the city is grateful for these contributions and that more details would be released in the coming days. He also said there are over 9,000 people within the city who rely on these benefits.
Council acknowledged the announcement and thanked staff; West said specifics and implementation steps will be shared with the public soon.
