Fort Thomas discusses school field lights and facility agreements as residents raise questions

Fort Thomas council heard detailed public comment and a staff briefing on requests from the Fort Thomas Independent Schools to install lights at Winkler Field and to advance improvements to Wakelet Field.

Speakers representing parents, coaches and school officials said the district has earmarked roughly $250,000 for field lighting and that Title IX and expanded girls’ athletic opportunities motivated the request. Because the city owns the property, the district proposed the city act as contracting party and be reimbursed by the schools through the first‑year lease and a lease adjustment.

"The money is earmarked by the school," a supporter said, asking the council to approve the lease adjustment and contract terms that ensure reimbursement and protect nearby residents. Several council members asked for clear contract language and a timeline for reimbursement; one council member said the city would require a tight contract and would not do a multiyear carry for unreimbursed costs.

Residents who live adjacent to fields asked about nighttime noise, game curfews and light spill, and requested assurances about contractually required hours and decibel or timing limits. The city administrator said staff had met with nearby residents and that the superintendent’s three‑page proposal included conditions and a reimbursement timeline; council said staff would prepare a written agreement that addressed resident concerns before any final vote.

Next steps: Staff to draft a contract/lease adjustment with explicit reimbursement schedule and operational conditions (curfew, lighting shields, notification for special events) and present it to council for approval.
