During its Nov. 18 session the Delaware County Council approved several transfers and appropriations to cover year-end operational needs across departments.
Court security cameras: Emily Anderson, court administrator, presented a vendor quote for juvenile court security cameras and said the vendor would not charge for installation; the council approved a transfer from contractual services into equipment to purchase the cameras.
Coroner supplies and flags: Gavin Green, county coroner, said the coroner's office will return roughly $70,000 from unused autopsy funds and requested a $15,000 transfer from contractual services into operating to buy shelving, body bags and replace broken conference-room chairs. He also requested county-purchased commercial flags for ambulances in recognition of a recent line-of-duty death. The council approved the requested transfer.
Public defender supplemental and storage: Shelley Harvey of the Public Defender's Office described the need to continue paying for an off-site storage unit that contains long-term case files and appeals records after a building sale; the monthly rate increased and the office requested a supplemental appropriation to cover the overage. Council members asked about digitization options; Gavin Green said the quote to digitize all office files was about $782,000 and not cost-effective. Council approved the public defender supplemental appropriation.
Pretrial diversion appropriation: Lisa Carr of the prosecutor's office requested an appropriation to fund a part-time person covering a surgical leave and to retain an experienced temporary worker through January; council approved the appropriation and staff said longer-term budgeting will be addressed at the January meeting.
All items were moved and seconded as presented and passed on roll-call votes during the meeting. No member recorded an objection on the public record for these transfers and appropriations.
