District staff briefed the Solanco School District board on proposed Pennsylvania charter funding changes that the district says could modestly reduce payments for cyber charter students.
Business manager Mrs. Tucker summarized the draft formula, saying it expands deductions districts can take from total expenditures and excludes cyber charter students from the district ADM used in the regular‑instruction calculation. She said the district’s analysis shows an approximate reduction of $850 per regular cyber student and about $3,100 per special‑education cyber student. Using the district’s current enrollment figures, Mrs. Tucker said the aggregate effect could be about $175,000 in lower tuition bills for the district.
The board discussed the state’s multi‑district impact. Mrs. Tucker noted that last year the district received a one‑time reimbursement of $145,386 and that the proposed formula would instead reduce future tuition bills. Superintendent Dr. Bliss and board members welcomed the clarification but several said the changes do not go far enough to address what they called a recurring local cost.
“We're not opposed to cyber charter school at all. We just want it to be fairly funded,” the meeting chair said during discussion, stressing that district leaders sought a funding approach that more closely aligns cost responsibility with residency and program delivery.
Mrs. Tucker also said the Pennsylvania Department of Education plans additional steps including distributing withheld subsidies, revising the charter tuition form and tightening residency checks and truancy requirements. Board members asked whether the changes will increase local administrative follow‑up on residency; district staff said cyber charters retain primary responsibility for residency verification but that district checks will likely continue.
