Summary
Council authorized change order No. 1 with Outlier Construction LLC for $141,996.73 to remove lead‑based paint and contaminants discovered on the Oregon Air National Guard B‑325 aircraft shelter; staff said the Air National Guard will reimburse the city and additional amendments are likely.
City staff told the council that contractors working on the Oregon Air National Guard B‑325 repair aircraft shelter discovered lead‑based paint and other contaminants that federal law requires be removed.
Ian Bassett, director, said the finding of lead‑based paint triggered a change order for Outlier Construction LLC for $141,996.73 and that the Air National Guard has agreed to amend its cooperative agreement to reimburse the city. “We’re not gonna pay this bill for the additional work until we’ve actually received the money from the Air National Guard,” Bassett said. He warned council that additional contamination discoveries could prompt further amendments.
Council moved to authorize the city manager to execute change order No. 1 in the amount of $141,996.73; the motion was seconded and the council approved the authorization by voice vote.
Staff said the city will receive a 5% administrative fee on top of the reimbursed amount. The change order covers removal of lead‑paint on structural materials and related remediation work; staff advised council to expect potential subsequent change orders as contractors uncover further contaminated materials.
