Madison County to host ADA liaison, debates sale or repurposing of public health building

Madison County supervisors spent a lengthy portion of their special meeting discussing the future of the county’s public health building, potential space for Veterans Affairs and steps to bring county facilities into compliance with the Americans with Disabilities Act (ADA).

Unidentified Speaker 5 and board members reviewed preliminary plans provided by the county architect and a general contractor, and flagged safety concerns about the public health building’s basement and egress. Unidentified Speaker 1 said the state ADA liaison offered to perform a free evaluation and that the county could document a transition plan to satisfy ADA requirements during a phased upgrade. "She said she'd be willing to come out and do a free evaluation of this building to see what it looks like," Unidentified Speaker 1 said.

Options discussed included converting an interior office into an ADA restroom and repurposing the IT office into a multipurpose conference room, using sale proceeds from the public health building to fund courthouse accessibility improvements, or pursuing a longer-term plan to build a new administrative facility. Some supervisors cautioned against treating the task force or advisory groups as decision-making bodies; others pushed for immediate, low-cost fixes such as additional signage and audible door-notifiers to address obvious safety issues.

The board agreed to invite the state ADA liaison for an on-site walkthrough and scheduled a special meeting for Oct. 7 at 09:30 so supervisors could attend. Staff were directed to gather existing architect materials and to provide the ADA liaison with current information before the visit. The board did not decide to sell any property at the meeting; members said they will weigh the liaison's assessment and any cost estimates before making a final determination.
