At a regular meeting, the Young County Commissioners Court approved a series of routine items, awarded a small contract, and passed a resolution opposing a wastewater discharge permit renewal.
The court approved amended minutes from Oct. 14 (motion by Commissioner Cresswell; second by Commissioner Shook) and accepted the treasurer’s October financial report (motion by Commissioner Wiley; second by Commissioner Craig). The board approved budget amendments including a $6,315.82 item and recorded that Commissioner Wiley abstained on one FY26 tally while other votes were unanimous.
Employee bonds for Vanessa Carrillo (county attorney clerk, $5,000) and Jessica Edwards (deputy tax collector) were approved by unanimous vote. The court also approved smaller reimbursements and administrative items and rejected all gazebo bids opened Aug. 25, deciding instead to rebid or rework the procurement.
The court unanimously approved the Texas Parks and Wildlife Department County Boat Agent Agreement, noting $3,618.62 in collections so far this fiscal year from 453 transactions and emphasizing the value of providing registration and title services locally.
On environmental measures, the court adopted Resolution 131 (FY26) opposing renewal of TPDES permit WQ00052131 and called for a contested‑case hearing to allow affected communities, including Possum Kingdom Lake stakeholders, to contest the permit renewal. The motion was made by Commissioner Jimmy Wylie and seconded by Commissioner Stacy Cresswell; the vote was 5–0.
Other procedural business included tabling a sheriff’s office CoLogic contract to revise termination language and scheduling: the court agreed to cancel next week’s meeting because of the Thanksgiving holiday and to reconvene in December.
