The Mount Carmel City Council voted to go into executive session to discuss personnel matters.
Mayor (speaker 1) requested a motion to enter executive session pursuant to Section 2(c)(1) of the Open Meetings Act for matters involving appointment, compensation, discipline, performance or dismissal of specific employees. A motion was made, seconded and a roll call followed. The mayor stated, “No decisions will be made,” at the time the council moved to executive session.
What this means: the council is complying with the statutory process for closed deliberation on personnel matters; because the mayor announced no decisions would be made during that session, any final personnel actions would need to be taken in open session or otherwise properly recorded after the executive session concluded.
