Petoskey Council approves cross‑deputation agreement with Little Traverse Bay Bands

The Petoskey City Council voted unanimously Nov. 17 to approve an interlocal cross‑deputation agreement with the Little Traverse Bay Bands of Odawa Indians (LTBB) to streamline mutual law enforcement assistance within city limits.
Public Safety Director Carr said the agreement is intended to remove jurisdictional delays when responders are needed on tribal properties inside city boundaries. "If we have a medical emergency or any type of emergency at these properties, then we can respond without asking for jurisdiction, which is just another step that delays our response to assist one another," Carr explained.
Councilmember DeMoor moved to approve the agreement with a small wording correction in the hold‑harmless clause; the amendment (adding the word 'other' in paragraph 16, page 71 of the packet) was accepted. Staff said the city’s insurance provider reviewed the agreement and is comfortable with the hold‑harmless language so long as appropriate language is included. City attorney review was noted and staff will finalize the corrected agreement and execute it with tribal leadership.
The council vote was 5‑0. Public safety staff said the agreement covers roughly six to eight tribal properties within Petoskey city limits and was modeled after similar mutual‑aid and cross‑deputation arrangements the city has with the county.
Implementation steps include correcting the minor typographical language, executing the agreement and filing it with the city and tribal offices; staff said they will notify the insurance carrier and place the executed document on file.
