At a public hearing, resident Beverly Wright urged approval, saying the draft “gives Norwalk a noise standard that is both clear and easy to measure” and noted “the Police Department has recommended and endorsed these changes.” Peter Lane, another resident, told the committee the draft cleans up conflicts with state regulation and said it will make enforcement more consistent across neighborhoods.
Committee members said they were familiar with the draft from several prior meetings and raised no substantive objections during the Nov. 18 discussion. Chair remarks and a committee voice vote recorded the motion to place the ordinance on the Common Council agenda; the committee chair said Heather Dunn would put the item on the council docket.
The proposal revises 68‑1 through 68‑15 to standardize noise thresholds and enforcement procedures and, according to public commenters, brings Norwalk into alignment with state guidance and practices used in neighboring Connecticut towns. The committee did not adopt any ordinance language changes at the meeting; committee members agreed the next Council should review and finalize any edits.
The matter will move next to the Common Council for formal consideration (committee discussion indicated the council calendar will likely include the item in December).
