Commission schedules public input on corridor overlay and notes vacant-building ordinance passed by council

Megan Jennings, Athens City planner, told the commission that consultants will be in town Dec. 2–3 to present draft language for a neighborhood corridor overlay zone. The commission will host a public input meeting on the evening of Dec. 2 and hear a draft presentation at the Dec. 3 planning commission meeting. "An overlay zone does not change the underlying zoning," Jennings said, adding that the tool is intended to shape walkable commercial corridors and incentivize compatible uses such as residential on second floors or outdoor dining.

Chair Solve Spiones reported that the city council had recently passed a vacant buildings ordinance. Spiones described the ordinance as requiring property owners to register vacant residential or commercial buildings and pay an annual fee that escalates if the property remains unused; she said the policy is designed to reduce safety risks and improve neighborhood conditions. The commission did not take a formal vote on either item; Jennings emphasized that the overlay language was still in draft form and subject to public comment.
