City treasurer asks committee to write off $136,827 in older uncollectible accounts; committee recommends adoption

City Treasurer Robin Lochman presented the annual resolution under Wyoming Statute 16-4-502 to remove uncollectible accounts from the city's financial records. Lochman said the proposed write-offs include $27,636.80 in city accounts, $33,568.23 tied to Board of Public Utilities sanitation accounts, and $75,623 in unpaid parking tickets from 2021.
Lochman told the committee write-off does not end collection efforts: the city will continue to use a collection agency and a recently contracted skip-tracing firm to look for debtors until statutory limitations apply. She said additional staffing would be required to materially improve in-house recovery rates and recommended a cost-benefit analysis before committing more resources.
Committee members asked whether staff cross-reference death records and whether businesses can be blocked from permits for unpaid debts. Lochman said the office currently lacks capacity for extensive cross-checks and described a weekly "cash only" list distributed to departments for accounts more than 60 days past due. Captain David James described parking enforcement procedures, automated plate checks against a scofflaw list, and the department's ability to boot or tow vehicles in town.
A motion to adopt the resolution was moved and seconded; the committee voted unanimously to recommend adoption at the full council meeting Monday.
