Budget committee proposes position reclassification and recognizes $35 million bond; commissioners to consider amendments in December

Erin, speaking for the budget committee at the Loudon County Commission workshop on Nov. 17, presented several recommended changes the committee will ask the commission to consider.

Erin said the committee recommends reclassifying the evidence custodian position to "director of property and forensic evidence" with an $8,500 annual increase; she said that cost would be offset by reducing overtime, so there would be no net effect on the fund balance. She also described the annual in-service salary supplements — ‘‘$800 per POST-certified officer’’ — paid in December and typically reimbursed by the state in June.

Erin outlined line-item adjustments to match revenue and expenditures, including a correction to GIS and jail allocations. She said the net effect of those amendments would decrease the fund balance by $53,577. For the education debt service fund, Erin said the amendments recognize a recently issued $35,000,000 bond against the $110,000,000 previously approved by the commission and note a $3,000,000 capital outlay note that was paid off in June; after those entries, she said the overall amendments would increase the fund balance by $1,522,213.

Erin concluded that these are line adjustments and recommended the commission place the proposed amendments on the Dec. 1 meeting agenda for formal consideration.

What’s next: the commission will review the budget committee’s recommended amendments at the Dec. 1 meeting; no vote was taken at the workshop.
