Ordinance 2025‑0336 (authorizing a limited tax bond not to exceed $4,000,000) was opened for public hearing after the administration requested indefinite postponement; the council voted to postpone the item indefinitely following a motion by Councilman Fisher. The chair opened and closed the public hearing with no members of the public speaking.
The council approved ordinance 2025‑0338, a professional‑services agreement (West Bank B plant clarifier upgrade, project WWKS117) with Professional Engineering Consultants Corporation to design rehabilitation and replacement of a 31‑foot solids‑contact clarifier. Greg Gordon, director of Waterworks, explained the design scope and noted the work will be bid for construction in next year’s capital program; the measure passed unanimously after a public hearing with no speakers.
Change order number 1 for the Month’s Pump Station No. 1 project (ordinance 2025‑0339) was presented by project staff; the change order adds four scope items (additional concrete piles, modified batter piles, motor‑starter/breaker coordination and capping an unrecorded abandoned natural gas line) and increases the contract by $111,702.07. The council discussed the technical coordination and approved the change order unanimously.
The council also approved the final plat/dedication for Ashton Plantation Phase 2B (ordinance 2025‑0340) after staff confirmed required fees and department approvals were in the packet. Council amended and then adopted resolution 2025‑0357 directing SCPDC to explore a minor redistricting adjustment (correcting street names and shifting a small area to keep a community within a single district); amendments and the final resolution passed unanimously. Multiple appointments to planning, zoning and board seats were confirmed by unanimous votes or deferred when requested.
