Commissioners set plan to consider six-month moratorium on larger developments connecting to narrow county roads

An unidentified official told the Loudon County Commission at its Nov. 17 workshop that staff will prepare a resolution establishing a six-month moratorium on developments of 10 lots or greater that would connect to county roads measured inside the white lines at less than 20 feet.
The presenter said the moratorium is intended to replicate the previous moratorium the county had in place and to address procedural concerns raised in a pending lawsuit involving John Cook. The proposed moratorium would carry a six-month sunset with the option to extend for another six months or to eliminate it if the planning commission issues a final recommendation on road connections.
Commissioners said the planning commission would take up the resolution in its early-December meeting (Dec. 8–9 timeframe mentioned) and the county would hold a special-call meeting on Dec. 15 to consider a vote. Several commissioners emphasized the proposal is intended to be countywide outside municipal urban growth boundaries (UGBs).
No formal vote was taken on Nov. 17; commissioners asked staff to draft the resolution and schedule the planning commission hearing so the item is ready for the special-call meeting on Dec. 15.
