Justin Tassian, the parish contract monitor, told the council on Nov. 17 that monitoring improvements and new tracking systems have reduced delays in trash-can repair and replacement and helped keep verified complaints low.
Tassian said the parish contracts service approximately 37,000 carts per week and recorded a verifiable complaint ratio of less than 1% over the past 11 months. He described a newly created internal tracking system for trash-can repairs and replacements and annual account audits done with Waterworks to identify billing discrepancies.
Tassian reviewed this year’s household hazardous‑waste event, saying about 340 vehicles dropped off nearly 56,000 pounds of hazardous materials, with about 56.9% of that amount recycled. He also summarized mosquito‑control activity (roughly 380,000 acres sprayed cumulatively, 22,000 acres aerial sprayed) and identified five certified emergency debris‑disposal sites for storm planning.
On street lighting, Tassian said the parish completed a county‑wide streetlight audit and is replacing conventional fixtures with LEDs as calls for repairs come in. A councilor asked whether the LED program is a one‑time replacement or ongoing; Tassian replied that routine streetlight replacements occur as lights are reported and that bridge lights require additional DOTD coordination and photometric studies.
Council members thanked Tassian for responsiveness; several noted improved repair turnaround times after the tracking changes. Tassian said staff will continue the monthly energy and outage reporting and remain available to answer follow-up questions.
