Council designates city clerk to administer administrative citations after outreach and debate

The council returned an item previously tabled to consider designating the Office of the City Clerk to administer and regulate administrative citations and enforcement under Chapter 1‑2 of the Rochester Code. City Clerk Cartwright reported targeted outreach to more than 900 license holders and two publicly noticed online forums intended for regulated stakeholders. He said the outreach focused on the regulated class because those are the people and businesses directly governed by the proposed framework and for whom the city has contact information.
Councilmember Wall moved to postpone the item to Jan. 5, 2026, citing constituents outside the licensed class who had raised issues and who he said were not contacted directly; the motion to table failed on a roll call. Councilmember Keene then moved to adopt a resolution designating the clerk's office to administer administrative citations; that motion passed (5–2), with Council Members Wall and Palmer voting no. Cartwright said the clerk’s office remains open to continuing conversations with any resident who seeks information or wishes to provide feedback, and he asked the council for clarity if they expect targeted outreach to non-licensed constituencies in future rule changes.
