Washington County selects Collier Construction to begin negotiations on Expo master plan; director reports strong quarter for events

Washington County Commissioners Court on Nov. 18 authorized the county judge to enter contract negotiations with Collier Construction for the Washington County Expo master plan project following a selection committee recommendation.
Staff said four proposals were received for RFP WC25101725 and that Collier Construction and Spa Glass ranked highest after interviews. A selection committee representative told the court, "It is a recommendation of the selection committee to have Washington County enter contract negotiations with Collier Construction for the expo master plan projects." The motion to authorize negotiations was made and carried by voice vote.
During the same agenda item, the Expo director delivered the quarterly report. He told the court the 150th Freemasonry celebration brought about 300 attendees (mostly from the DFW area) and "brought in a little over $100,000 to our local community." He said a five‑day equestrian cutting generated 284 stall nights and about $6,500 in stall revenue, and that Monster Truck Mania had roughly 1,700 paid attendees with total attendance around 3,400 including complimentary youth tickets. A premium swine clinic drew 169 animals and roughly 422 attendees and was described as producing "about a $150,000 estimated impact" for the local area.
The director also described facility project tracking enabled by recently purchased CMMS software (reporting about 69 completed projects, 10 not started, and one still open) and highlighted upcoming events including the Texas Wagyu Association show, a blood drive on Nov. 25, a food drive on Dec. 3 and the TGUBA Brahman show Dec. 20–21. Commissioners asked clarifying questions about restroom tracking and staffing during the county fair.
Next steps: County staff will proceed with contract negotiations if terms are acceptable; the Expo director will continue reporting operational metrics and event schedules to the court.
