Temple Terrace approves three sewer projects under EPC compliance agreement totaling about $183,181

The City of Temple Terrace on Nov. 4 approved three utilities projects tied to an agreement with the Hillsborough County Environmental Protection Commission (EPC) that staff said can be counted as in‑kind work to offset a civil penalty.
Public works staff asked the council to authorize $67,387.34 to Engineering Coating Solutions LLC to line manholes along the Fowler Avenue corridor, a purchase of a BlueStar diesel generator and sleeve plug from Mid Florida Diesel for $81,044 to provide backup power to utilities, and $34,750 to Vortex Solutions for CIPP lining at West River. "Completing this lining project not only improves our utilities infrastructure, but also represents a cost‑effective compliance measure for the city," staff said during the presentation.
Staff told council the manhole lining is phase 1 of larger rehabilitation work in that corridor and that the coating is expected to extend manhole service life substantially. On the generator, staff said market lead times mean installation likely in early spring; the generator is intended to improve wastewater service continuity during outages. All three projects were presented as project 1, 2 and 3 under the EPC agreement and will be funded from water and sewer funds and renewal/replacement accounts.
Council members questioned whether the projects had been programmed previously and whether the expenditures would have been pursued absent the EPC agreement. Council member Fernandez asked whether the manhole work was already planned; staff replied it was not a previously programmed capital project and that the work is being done, in part, to offset the civil penalty.
The council moved and approved the three resolutions in order. There were no recorded nays during the roll calls on these items.
Next steps: staff will set installation dates, provide lead‑time estimates for the generator installation, and coordinate reporting to the EPC as required by the agreement.
