Financial impact: Staff projected initial annual savings of roughly $50,000 compared with continuing in ICRA, with savings that could grow $200,000–$300,000 over several years assuming consistent claims experience.
Council action: A motion to adopt the resolution and related actions was made and seconded; the council voted in favor (Aye, 3–0). Staff thanked HR staff Rebecca Reddick and others for the analysis and recommended steps to execute withdrawal and new membership.
Next steps: Staff will execute the joint-powers agreement and provide confirmation of the city's withdrawal from ICRA as required by the new membership process.
