County staff say CRA–PID participation agreement near finalization; meeting rescheduled

County staff told the Weber County Commission on Nov. 17 that a draft participation agreement between the county’s Community Reinvestment Area (CRA) program and Nordic PID No. 1 is under negotiation and that a CRA meeting scheduled for the following day was canceled because the contract was not complete.
Speaker 1 (staff) said the agreement sets out how CRA funds would be transferred to the PID and the conditions on how the PID may use those funds. Lauren Thomas was identified as the staff member who will explain the draft to the CRA once negotiations are finished. Staff said a draft has been sent to the district and that they will circulate a completed version to commissioners before the rescheduled CRA meeting.
A district representative identified as Brooke said the format of the draft was acceptable and appreciated that the new draft “clearly delineated” the agency portion of funds. A county reviewer said they will add standard language reflecting the Interlocal Cooperation Act and include a certificate of validity for the county to provide when the district issues bonds.
Commissioners and staff agreed to resume negotiations; staff estimated the item would likely return to the CRA agenda in December rather than the next day. No formal action on the agreement was taken at the Nov. 17 session; commissioners moved to adjourn the CRA item and the meeting proceeded to other business.
The commission asked staff to circulate the finished draft to commissioners before the rescheduled CRA meeting so elected officials and district counsel may review the final language.
