City staff told the council that Elgin Independent School District plans to convert the decommissioned Circle Brewery into an extension of the district’s career and technical education (CTE) culinary program.
Beau Perry explained the district submitted plans to convert brewery space into culinary classrooms and possible catering/event facilities and that the district expects to begin work after the new year once permits are finalized. Perry said the district will maintain and be responsible for a 20‑acre perimeter trail on the property and is aware that the trail must remain available for public use per the conditions discussed with the city.
Council and staff discussed the building’s reuse history; the property was purchased by the school district after the business closed. No formal zoning change or contract award related to construction was approved at the meeting; staff presented the update for council information and to solicit any feedback.
Council members suggested a name honoring local history; one council member indicated the location might be known informally as "The Homestead." Staff said the project team will return as needed with permit applications and additional details.
