Unidentified Speaker 1, a council member, opened the meeting and led routine actions to accept minutes and receive the treasurer's report before introducing the new budget and purchasing policy. "He's gonna knock $50,000 off," Unidentified Speaker 1 said of an offer from the building's mortgage holder, and later added that the outstanding balance is "right now, it's at $414,000" with an interest rate described in the meeting as "about 3%."
