Braden Shannon, Sumner's assistant planner, presented a staff recommendation to redesignate 14 parcels in the Southeast Urban Growth Area so city zoning matches current county zoning and to align the map ahead of an anticipated annexation. "The proposal is to change the map designation of the 14 parcels located in this area to match the current county zoning and align with the city zoning map," Shannon said.
Council questioned practical consequences for service provision and revenue. Staff noted the properties are in the city's water service area and would be required to hook up to city sewers if annexed, meaning the city would retain influence on sewer-related conditions and connection fees. However, building permits, many development fees, and certain approvals would be handled by Pierce County unless the area is annexed into Sumner.
Staff described annexation methods: property-owner-initiated annexation requires control of at least 60% of assessed value in the area, or the city could pursue interlocal agreement methods with Pierce County. Council discussed the tradeoffs: annexation would bring impact fees and permit revenues to the city but would also require the city to assume more direct land-use oversight and service responsibility.
No formal decision was made; staff described next steps and noted developers may pursue annexation or county-based construction in any case unless brought into the city jurisdiction.
