Board adopts 2025 California Building Standards Code with local amendments

Julia Crod, Director of Planning and Building Services, presented the second reading and public hearing for an ordinance to adopt the 2025 edition of the California Building Standards Code (Title 24) with local amendments. She said the state‑adopted 2025 code takes effect locally on Jan. 1, 2026 and that state law (Assembly Bill 130) restricts local changes to certain exceptions.
Crod said most local amendments mirror those adopted with the 2022 code and primarily add longer time frames for applicants to commence work, provide options for time extensions, and establish fee refund procedures. She identified the hose‑bib requirement and the adoption of certain appendices as the more substantive local amendments. The county’s adoption was found exempt from CEQA under section 15061(b)(3) because it could be seen with certainty there would be no significant environmental impact.
The board opened the public hearing; no members of the public addressed the ordinance. Supervisor Williams moved the recommended action and Supervisor Mulhern seconded. The motion carried unanimously.
The ordinance updates local building standards to reflect the 2025 California Building Standards Code and establishes local procedures and select amendments. The ordinance will take effect per state timelines and local code adoption processes.
