The Cochise County Board of Supervisors voted on Nov. 18 to table final plat SUB25‑02 (San Pedro Ranch Estates) to Dec. 16 so staff can confirm compliance with Arizona Department of Water Resources (ADWR) water‑adequacy requirements.
The subdivision is an eight‑lot final plat in Pomerene with a requested waiver to keep a roughly quarter‑mile private access road unpaved. Staff told the board the Planning & Zoning Commission recommended conditional approval and that the applicant provided a road‑maintenance agreement and other plat notes. But Tricia Geradette, a public commenter, said she found the application lacked a checked box showing an ADWR analysis of adequate water supply and asserted that Pomerene (Pomerine) Water District is not on the ADWR listing of mandatory adequacy entities for Cochise County.
Chair Jan Antonori and other supervisors asked staff whether the 'well served' letter submitted by the water company satisfies the county’s mandatory adequacy jurisdiction rules or whether the applicant must obtain an ADWR 100‑year assured water‑supply determination. County staff told the board the application included a 'well served' letter from Pomerene Water Company and noted each lot retains the option of an individual well, but acknowledged confusion about the water‑district designation and whether ADWR documentation was required for this subdivision.
Given the uncertainty, the board voted to table the final plat to Dec. 16 so staff can verify compliance with state water‑adequacy rules and determine whether the water supplier is a designated 'adequate water supply' provider under ADWR. The board requested follow‑up and a possible work session to resolve outstanding legal and technical questions before final action.
