Swansea board waives RFP, awards 2026 paving contract to Allstate Construction Inc.

A board member moved "to forego a request for proposed RFP for the 2026 paving project and to award the 2026 paving contract to Allstate Construction Inc, reducing the impact on budget line 01-4312-4312-1-631 by $100,000," and the motion passed on a voice vote.
The board then approved a second motion authorizing the DPW director, Joe D'Arousso, "to expend the remaining money in the 2025 paving budget, up to $50,000, to offset the cost of the 2026 paving contract." That motion also passed by voice vote.
Why it matters: The board said awarding the contract now at current prices could reduce the 2026 capital-improvement budget pressure and make next year's paving work smoother. Town staff noted that the decision will reduce uncertainty in the CIP estimates and that a signed contract will allow staff to finalize material and line-item calculations before the 2026 budget is adopted.
