EMA update: HSGP reallocations, reimbursements and new mitigation planner introduced

Emergency management staff told commissioners the Homeland Security Grant Program (HSGP) and LEPC-related reimbursements are moving forward and that staff are working to reallocate unspent HSGP funds from projects affected by earlier freezes. EMA reported submitting a training and exercise reimbursement request to the state for just under $81,000 and noted HSGP-22 has been extended another year, which allows the county to apply underspent project funding to other allowable uses (for example, concrete barricades or fencing to protect equipment subject to environmental review processes).
EMA introduced the county’s new mitigation and recovery planner, Natalie Thompson, who began work on Oct. 14 and has been contributing to hazard mitigation and planning efforts. Staff said they are close to completing the natural-hazards portion of jurisdictional profiles and are moving into technical and adversarial portions of the assessment. The office also described participation in local shelter assessments and Central Maine Fire Chiefs coordination.
Commissioners asked about tower mapping for radio infrastructure and generator siting; EMA said a tower map exists and will be shared. Staff emphasized that some grant-funded items require environmental/historic review (EHP) before work can proceed.
