Facilities staff recommended — and the board approved — selecting Balfour Beatty as construction manager at risk (CMAR) for the Bill Burton Elementary expansion and renovation (increase capacity from 800 to 1,000 students). The board approved a $10,000 preconstruction fee to commence preconstruction services funded from the 2021 bond program; staff estimated the full project budget at about $9.5 million.
The board also awarded CMAR contracts for Rancho Sienna Elementary (CORE Construction; $7,000 preconstruction fee; estimated $7 million project budget) and Santa Rita Elementary (George General Contractors; $10,000 preconstruction fee; estimated $7 million project budget). Preconstruction fees for these projects will be funded from the 2021 bond program, with full construction budgets coming from the 2023 bond program as noted in staff materials.
In a separate action, trustees approved an engineering services agreement with Langan Engineers for site civil design, water‑quality/detention design and permitting (including Williamson County habitat permitting and TCEQ Edwards Aquifer considerations) for a band practice pad at the Connor Tract west of the high school. The quoted fee for that scope is $72,000 and will be charged to the 2021 bond program.
Board members emphasized planning ahead to avoid future rework and to maximize bond efficiency. Trustee comments noted that designing detention and water‑quality infrastructure for full buildout avoids returning to correct under‑designed systems after adjacent development proceeds.
Next steps: preconstruction work will begin under the approved agreements, and guaranteed maximum price (GMP) requests will return to the board for approval before construction spending begins.
