Wilsonville council adopts hiring-standards resolution and approves administrative-warrant ordinance on first reading

At its Nov. 17 meeting, the Wilsonville City Council approved several procedural and policy items, including a personnel-resolution and a code change on administrative warrants.
The council unanimously adopted Resolution No. 3,226, which establishes hiring standards, criteria and policy directives for the employment of a public officer. HR Manager Andrea Villagrande presented the staff report and council voted 5–0 to adopt the resolution.
The council also held a public hearing on Ordinance No. 900, which would add sections 1.1 through 1.18 to the Wilsonville code to implement a local administrative-warrants process for code-enforcement investigations. City Attorney Amanda Veil Hinman explained the proposal, noting a municipal court judge would review a sworn probable-cause affidavit, the warrant must specify authorized personnel and purpose, and execution must occur within 10 business days. Hinman described forcible entry as a last-resort option reserved for imminent life‑safety situations.
After closing the hearing (no public testimony), the council adopted Ordinance No. 900 on first reading by a 5–0 vote.
Other procedural motions included approval of the agenda order and the consent agenda; both passed unanimously. The city manager offered to serve as manager pro tem through March 31, 2026 (or until a new city manager is hired) to provide continuity; councilors signaled support and staff will draft a short-term contract for council review.
