District staff recommended awarding Phase 2B construction work for the Central Campus (Smith Building first-floor renovation, T&I first-floor renovations and a link addition). David Norris summarized the bid process and said turnout was strong and bid results came in significantly under budget; staff recommended two alternates: replacement of rooftop HVAC units on the Smith Building and a temporary fiber fusion splice to refeed the transition center pending an IDOT permit for directional boring (Alternate 3). The board discussed the alternates and voted to accept the recommendation.
Separately, staff presented the next phase of the HVAC controls upgrade. The project uses a purchasing cooperative and will roll out over three years to replace controls that staff said are over 25 years old in some locations. The controls work is intended to improve energy efficiency and provide classroom-level temperature control. The board approved the controls contract recommendation and the construction awards as presented.
Staff noted the importance of scheduling, permitting for the fiber work on a state right-of-way, and coordination with existing construction phases. The district will return with implementation steps and timelines as contractors mobilize.
