Staff presented a proposed Keno Funds policy and accompanying application form to guide disbursement of the city’s accumulated Keno revenues. Staff said the city has accumulated over $350,000 and receives roughly $60,000–$65,000 a year in Keno proceeds. The policy borrows language from other cities and state statute related to permissible uses of community-betterment funds and includes project budget and justification requirements.
Council discussed whether to set a maximum award amount; staff and council agreed to leave maximums out so the council can evaluate significant community needs on a case-by-case basis as funds are requested. Staff said the application will be posted on the city website and that reports of funded projects can be made public for transparency.
A councilmember moved to approve the policy and application form; the council approved the motion on roll call.
