Council advances code changes on nonconforming buildings, lots and off‑street parking

Staff explained the amendment updates scope and establishes an effective date for nonconforming-use consideration (about September 2000 as read in the ordinance language). A councilmember raised two technical concerns: duplicate subsection lettering in the packet (two sections labeled “a”) and lack of a clear definition for the term “special hazard” used in off-street parking provisions. Staff and other councilmembers responded that the duplicate should be corrected (second “a” should be “b”) and that “special hazard” would be interpreted as a safety-related condition and identified during notice and vetting.
The Planning Commission recommended the change; the council moved ahead with the ordinance on second reading and discussed final clarifications to be corrected before final adoption.
