Snowline trustees hear Measure J timelines as OPSC 90-day encumbrance clock starts

District facilities staff updated the Snowline Joint Unified School District Board of Trustees on progress tied to the $70.6 million Measure J bond and on state OPSC funding with a recently triggered 90-day encumbrance timeline.
Bill Flynn, presenting the facilities update, said the district recently received OPSC notification and must encumber roughly 50% of the OPSC allocation by Jan. 20 to stay on the expedited schedule. "Ninety days is a really quick timeline," Flynn said, noting the district is bidding parking and procuring portables now so portions of projects can be encumbered ahead of full construction packages.
Flynn reviewed key projects: interim housing and parking work at Serrano High School (parking and portable purchases were being bid separately so the district can meet the encumbrance target), a Baldy Mesa modernization that reconfigures bus ramps and expands pickup/drop-off lanes while shifting fields and playgrounds, and the plan to use a CMAS procurement for turf materials with contractor-led installation later to reduce markup and speed acquisition.
Trustees asked about the consequences of missing the Jan. 20 encumbrance target and were told staff is querying OPSC about whether the effect would be a short scheduling delay or a multi-month repositioning. Flynn said the district had eight bidders confirmed on electrical work for Serrano and was balancing bid packaging to meet state timelines while keeping options to scale back elements if bids exceed estimates.
The board did not vote on funding changes in this update but approved project-related contracts and compliance services in later agenda items. Flynn said staff will return with procurement and bid-award recommendations to the board as bids are evaluated.
